dc.description.abstract This study discusses the health needs of the people that are made inaccessible by poverty and government neglect and examines how these needs are being addressed by the Individual Medical Assistance Program (IMAP) of the Philippine Charity Sweepstakes Office. The program theory or design of the IMAP is assessed in the context of the health needs of the people. Given its program theory, the implementation of the IMAP is also examined. Lastly, the outcomes or impact of the program as caused by its program theory and implementation is evaluated. The study establishes that the IMAP, based on its theory, program process and outcomes is not an appropriate response to the health needs of the Filipino people especially the poor. en_US
